Unregulated, no load, about 18-24 volts as I recall. More than enough to melt the solder joints in the generator.

That's exactly what it is supposed to do; limit charging voltage to about 7.5v.

No. Use the flow chart. The v/r either works or it doesn't. Generators can be repaired, v/r's aren't.
