To have it properly rebuilt will cost more than the tractor will be worth once finished unless the tractor is exceptionan and/or you do nearly all of the work yourself.
VB sells Chinese made reproduction N engines (or did) for around $2,500, but I have heard nothing about these.
Interestingly, VBs price for a rebuilt side mount N short block is over $4,000.
