Jubilee: Hydraulic Lift Cover Plate Question

Folks,

My Jubilee came with a accessory mounted where the Hydraulic Lift Cover plate usually sits. I've removed the accessory - and have mounted the Lift Cover plate expecting the lift arms to operate. . No joy - lift arms do not raise. I am missing the spacer that goes under the plate. Is the fact that the spacer is missing contributing to my problem, or just coincidental?
