Boot around the little lever is normal to keep the dirt and water out. Mine was missing, I'm sure part of the reason for the pitting inside the tube. The lever should have a swivel ball in the end that the threaded end of the cable goes through. Then a nut on either side, which I think were self-locking nuts originally, but double nuts would also work. I placed a washer on both sides of the swivel, as the ball had a little too much back and forth movement for my liking, but there must be a little bit of ability to swivel as the angle of the lever changes.

Before you do any work, buy an I&T (Implement & Tractor) shop manual for the 1801 (which also covers many other models). There is a very detailed section on repair of the cylinder, along with other great information. The book also shows and tells all the adjustments.

P.S. Those fuel shut-offs always seem to need replacing due to leaking.
