Sliding 11 (see earlier dwg posted) fore & aft should change the position of the shaft & eccentric through the control arm & thus change the position of control arm at pump valves. As a result, a different rotation of the eccentric should be necessary to position the pump valves the same as they were before sliding fore & aft. As to 'bottoming", you can see in the drawing that the shaft goes through item #70. #70 simply pivots on the shaft (normally a free/loose slip fit or sloppy loose from un-lubricated wear). The eccentric passes through #84, where rotation of shaft results in top of #84 moving fore & aft. Depending on whether in draft control or position control, #84 pivots about #80 or pad (LP)where it contacts end of #77, thus moving bottom end of #84 where it is attached to valves at pump. If sliding the quadrant (11) does not affect the "bottoming", then I can only see corrosion at the #70 & #84 to shaft joints as a potential cause for your 'bottoming'/binding.
