There is nothing wrong with the three wire alternator. And yes, it would have a regulator mounted someplace.
Fix your starting problem before you make more problems by changing the alternator.
You are on the path of throwing money at the tractor. Instead you need to take some measurements and analyze the problem.
Do you have an meter or a test light? A small $15 meter is all you need. Some prefer to work with the test light.
You say "fuel is getting to the carb". Have you removed the drain plug and checked fuel flow through the three screens?
