What John(TR) said below is probably correct. The starter ring gear is a resistance fit on the flywheel. They are installed by heating the ring gear very hot. Heat expands. Once assembled and allowed to return to the same temperature, the ring shrinks to the flywheel. However, if the flywheel was machined a little smaller than spec. the ring gear can come loose. I have seen one that was tack welded in place. Only way I know of to fix that is to split the tractor.
